For a city with no military garrison, no arms depots, and only 480 poorly trained defenders at the outset, the attack seemed less like a military operation and more like the deliberate destruction of something irreplaceable. The bombardment of Dubrovnik would become a turning point -- not because it succeeded, but because the images of a burning UNESCO World Heritage city galvanized international opinion and helped push Europe toward recognizing Croatian independence.]]></description>
