Schedules on Sakhalin are suggestions, the weather has the final word, and the island itself -- nearly 1,000 kilometers long but never more than 160 kilometers wide -- seems designed to resist easy access. Russia's largest island sits in the cold waters between the Sea of Japan and the Sea of Okhotsk, closer to Hokkaido than to Moscow in every way that matters. It has been a penal colony, a war prize, a Japanese prefecture, and an oil boomtown. What it has never been is convenient.
