In 1909, when Wisconsin's state park board chose this headland on the Door County peninsula for its second state park, the price reflected what most people saw: dense forest, limestone bluffs, and a stretch of Green Bay shoreline too rugged for farming. What the board saw was a playground for people who could never afford a summer cottage. The park's original purpose was explicit and democratic -- keep expenses minimal so that, in the language of the era, toilers would be permitted to share in the pleasure and benefits of outdoor life. No admission was charged. The budget was less than two thousand dollars a year. And yet, over a century later, Peninsula State Park draws an estimated one million visitors annually to its 3,776 acres of forest, beach, bluff, and bay, making it one of the most visited parks in the Midwest.
