A Japanese newscaster observed that Narita "resembles nothing so much as Saigon Airport during the Vietnam War." Across Tokyo, another group of activists severed the power supply to an air traffic control facility, shutting down most flights in the region for hours. This was not a war zone. This was the grand opening of an airport. Narita International Airport, about 60 kilometers east of central Tokyo in Chiba Prefecture, is Japan's busiest gateway for international passengers and cargo. But its gleaming terminals and 83 jet bridges sit atop one of the most contentious land disputes in modern democratic history -- a conflict so traumatic it changed how Japan builds infrastructure.
