Neighborhood opposition, aviation safety reviews, political wrangling, and engineering challenges all conspired to delay the tower that Lotte Corporation envisioned for Seoul's Songpa District. When the 123-story Lotte World Tower finally opened on April 3, 2017, it rose 555 meters above the city, making it the tallest building in the OECD and the sixth tallest in the world. The fireworks that celebrated the opening were visible across Seoul, but the tower itself had been visible for years, its slow ascent a kind of public drama that the city watched floor by floor.
