Akil Mochtar, the man entrusted with guarding the constitution, was charged with accepting bribes to fix the outcomes of regional election disputes. The arrest sent a shockwave through a nation that had come to regard the court as one of the few success stories of its post-Suharto democratic reforms. The institution was barely a decade old. How the Constitutional Court of Indonesia rose from a constitutional amendment to a pillar of democratic legitimacy -- and then stumbled -- is a story about the fragility of institutional trust in a young democracy.
