In exchange, the Company promised to establish a settlement of colonists -- a promise it fulfilled with the enthusiasm of a landlord who also happened to be the tenant, the police, the militia, and the only employer in town. For seventeen years, this arrangement produced one of the strangest colonial experiments in British North America: a fur trading company running a Crown colony, with a single man -- James Douglas -- serving as both the Company's chief executive and the colony's governor.]]></description>
