It is a system that predates any colonial administration, and it persists alongside the Indian Air Force base, the Deputy Commissioner's office, and the hospital that cluster around the junction the islanders simply call Headquarters. This small, flat island at the top of the Nicobar chain manages to be both a military outpost and an indigenous homeland, a place where the literacy rate is 100 percent and the primary crop is still coconut.]]></description>
