This stretch of fine yellow sand on the Bohai Sea coast -- ten kilometers of beach running from the Yinjiao Pavilion to the mouth of the Daihe River -- has served as the backdrop for some of the most consequential political decisions in modern Chinese history. What happens at Beidaihe is rarely announced, often consequential, and always conducted in the privacy that only a seaside resort three hours from Beijing can provide.
