The sailors sending these messages were three weeks away from the October Revolution. Their fleet was crumbling around them. Their navy had spent months electing committees to debate every order. They had no intention of surrendering, and no functional command structure either. They fought for revolutionary brotherhood, and against the German Empire, and against their own provisional government in Petrograd, all at once.
