And when the Bandra-Worli Sea Link finally opened on 30 June 2009, traffic volumes came in at a third of what planners had predicted. By almost every metric of Indian infrastructure planning, it was a fiasco. Yet somehow, the 5.6-kilometer cable-stayed bridge that sweeps across Mahim Bay has become the image of modern Mumbai -- a city that builds grand things badly and then, against all odds, makes them indispensable.
