On the evening of January 25, 1998, armed men wearing Indian Army uniforms arrived at the homes of Kashmiri Hindu families in Wandhama, a small village in the Ganderbal District of Jammu and Kashmir. A survivor later testified that the gunmen spoke briefly with the residents before rounding up everyone in the Hindu households. Then they opened fire with Kalashnikov rifles. Twenty-three people died that night -- among them nine women and four children. The disguise was deliberate, calculated to exploit trust in the very forces meant to protect civilians.]]></description>
