Photo credit Zinderboff, CC BY 4.0. The earthquake struck at 3:42 in the morning, when nearly everyone in Tangshan was asleep. Within 23 seconds, a magnitude 7.8 tremor along a fault running directly beneath the city center destroyed 93 percent of the residential buildings in downtown Tangshan, where 730,000 people lived. Many residents initially believed they were under nuclear attack from the Soviet Union. They were not. The ground itself had betrayed them -- and the political system that had promised to predict earthquakes had failed to deliver a warning.
